Surajit Patra is an astute learner and performance driven individual. As a Regulatory Affairs professional, he is well versed in the policy, regulations and guidelines issued and notified by the regulatory and statutory bodies.

He holds a B.Tech in Applied Petroleum Engineering with Specialization in Gas from University of Petroleum & Energy Studies, Dehradun.

He has gained knowledge in subjects related to Petroleum Refining and Petrochemical Technology, Pipeline Transportation of Oil & Gas, City Gas Distribution & Pipeline Network, LNG & NGL Conversion & Handling, and various subjects of Oil & Gas.

His corporate exposure as a trainee includes projects with Sabarmati Gas Limited, Institute of Oil and Gas Production Technology and Oil and Natural Gas Corporation along with academic projects etc.

With all the acquired academic knowledge and project experience with Indian Government organizations and institutions, he started his professional career at M/s Reliance Industries Limited, SEZ Refinery, Jamnagar; working for M/s Dorf-Ketal Chemicals India Pvt. Ltd. as a Trainee Sales Engineer. He handled the Crude Management Program and the major responsibilities included:
• Monitoring and troubleshooting of process parameters in Refinery for smooth functioning and providing technical suggestion for changes in operational parameters to be implemented for optimizing the performance.
• Evaluate and suggest products and troubleshooting solutions in line with client needs and requirement. Orchestrate conferences and meeting with client to assess their needs and scope of service enhancements.
• Generate and submit weekly project status and progress reports to senior level management to support business directives.
• Increasing sales pipeline of Specialty Chemicals and treatment solutions including CMP, Heat Exchanger Antifoulant, and Calcium Removal Agents for Processing Opportunity Crudes, performance monitoring of finished fuel additives for CFPP & lubricity property enhancement in Diesel & Gasoline.

Eager to learn and understand the intricacies and business of downstream Oil & Gas sector, he joined with India's Downstream Oil & Gas Regulator, Petroleum & Natural Gas Regulatory Board (PNGRB) as an Assistant Consultant. He handles around 64 city gas distribution networks, 49 natural gas pipelines and 17 petroleum product pipelines (operating/under construction projects) authorized across various States of India in individual capacity.

His responsibilities includes consulting, advisory, monitoring and enforcement of provisions of various Regulations of PNGRB for authorized projects, interacting and working with Indian Ministries and several stakeholders like Public Sector Units, Private Entities, Non-Governmental Organizations and Consultants to ensure regulatory compliance in the industry. Other important responsibilities are summarized below:
• Assisting in the Technical and Safety audit / inspections by Multi-Disciplinary Team of the Downstream Sector.
• Determination and assessment of capacity of Natural Gas Pipelines and Petroleum & Petroleum Products Pipelines using “Pipeline Studio Simulation Software v4.1.1”
• Reviewing Technical Audit Reports, Capacity assessment, Emergency Response and Disaster Management Plan (ERDMP) and Quarterly Incident Reports.
• Developing and amending the Regulations of PNGRB for City Gas Distribution (CGD) Networks, Natural Gas Pipelines (NGPL) and Petroleum & Petroleum Products Pipelines (PPPL) in India.
• Actively engaged in formulation of PNGRB (Technical Standards and Specifications including Safety Standards for LNG Facilities) Regulations.
• Working on Formulation of Standard on Retail Outlets, LPG Bottling & Storage Facilities and Petroleum Installations.
• Working in the Empanelment of Third Party Inspection Agencies to carry out technical audit of CGD Networks, NGPL & PPPL and certification of ERDMP documents of downstream sector of Oil & Gas.
• Monitoring of performance & work in progress, enforcing the provisions of the various regulations & maintaining quarterly databases of various City or Local Gas Distribution Networks, Natural Gas Pipelines in India.
• Interacting and working with various stakeholders for Regulatory Affairs like PSUs, Private Players, Non-Governmental Organizations and Consultancies to ensure regulatory compliance in the industry.
• Preparation of reports, presentations and board agenda in relation to the above and other tasks.

From getting a degree to working with an organization and Regulatory Board in Oil & Gas Sector has been really enriching. Surajit has got a fair idea about both the sides.
