An HSE Professional with 19 years of combined technical safety, construction HSE, process safety, loss prevention and operations HSE experience in a wide variety of industry, from Offshore & Onshore Oil and Gas (Total 13.5 Years) to Refinery & Petrochemicals(Total 5.5 years). Experience in all phases of Oil & Gas and Refinery projects, from Engineering to Construction, Commissioning, Start-Up and Operations.

Involved in several Major Capital Projects with different Major and National Oil Companies such as Petroleum Development of Oman, Saudi Aramco, ADMA-OPCO, ZADCO of ADNOC, with share holders being the International Oil & Gas Majors such as SHELL, BP, TOTAL, EXXON MOBIL, JODCO etc., and Manage, control, regulate and enforce HSE rules, regulations that ensure compliance with their HSEMS, safe system of work, HSE best practices, legal and other regulatory requirements, code of practices and engineering standards including relevant international standards. Able to develop positive and cordial relationships with co-workers, peers, employees, leadership and senior management.

Experience with Oil & Gas Majors/Operators/PMT, PMC and Major EPC Contractors with countries worked are UAE, SAUDI ARABIA, OMAN and INDIA. 17 Years Middle East Experience. Proficient in the use of MS Office Applications (Words, Excel, PowerPoint, etc.), and good verbal / written English communication skills.

General:
• Provide HSE leadership, Promote positive HSSE culture, and Engage all employees in HSE for continuous Improvement.
• Manage the health, safety and welfare of people at work and to protect other stakeholders(Contractors employees) from HSE risks from work activities.
• Develop, implement, monitor and maintain the effectiveness of the HSE Management Systems based on the requirements of OSHAS 18001 and ISO 14001 standards, both at Project and Company level.
• Ensure Facilities Operations and Projects complies with the relevant HSE legislation, Company & Shareholders HSE requirements, 3rd Party & International Standards and Industry Best Practices.
• Assess Costs, Benefits and Impacts of HSE initiatives. And ensure HSE program implemented within budget and schedule.
• Committed to Company Values, Ethics, Quality, Integrity, Productivity and Business Continuity.
• Prepare Invitation to Tender (ITT) documents for Project HSE SOW, evaluate Bidders tender submissions, Bidders technical HSE evaluation, Qualification, Clarification and Exceptions.
• Participate Prequalification HSE Audits, Site visit verification to the locations of Bidders, Contractors, Subcontractors, Specialist services providers, Study Consultants and Vendors (Local and International) and report presentation to Management.

Technical Safety and Loss Prevention Management:
• Manage, review and approve SOW/Methodology/Assumption Registers for Safety Studies and deliverables such as PHA (HAZID, ENVID, OHID),QRA, HSEIA, EEERA, ESSA, FERA,BRA, Safety Layout, Blast Study, Temporary Refuge, Dropped Object, HAZOP, LOPA, SIL, Bow-Tie Hazard Analysis, PHSER performed at FEED, Detailed Design and Operate stages.
• Project Life Cycle Management of HSECES and related detailed performance standard definition, HSE Integrity assurance and verification activities and compliance assurance.
• Manage, review and approve Technical Safety Engineering activities such as HAC, Flare radiation and dispersion study, H2S Dispersion study, PFP Study /specification, Fire protection study, F&G Detection, FW Demand calculation, FIFI Equipment Layout, F&G Detectors layout, Safety & Life Saving Equipment Layout, Escape route layout, F&G C& E, Process/ESD C&E and attend FAT/SAT.
• Identify Technical Safety & Loss Prevention concerns, formulate solutions, and develop practical and cost effective corrective recommendations.

Construction HSE Management and Operations HSE Management:
• Develop, implement, review and update HSE Plans and Procedures for Construction, Pre-Commissioning/Commissioning and Operations activities.
• Provide fit for purpose HSE support, guidance and advice to personnel at shop level, line management and senior management of Company and Contractors in line with applicable HSE expectations and standards.
• Co-ordinate with various business units, group companies, 3rd parties and government bodies for HSE Activities.
• Establish HSE department, manage, direct, supervise, coordinate, advice and liaise with site HSE staff of Company and Contractors.
• Identify and help resolve HSE issues to manage HSE risks during all phases of project.
• Develop and implement Permit to Work Systems, Higher Hazard Activities Risk Assessments, JHA/JSA, LOTO, SIMOPS Procedure, SIMOPS PTW, MOPO, Tool Box Talks. And ensure identified Control measures implemented.
• Develop and implement fit for purpose HSE Training modules/ programs, and maintaining Training records.
• Develop and implement ERP, arrangement of ICS and related program of training and drills.
• Incident and Near Miss Investigation, Root Cause Analysis, Report Preparation, Presentation to Management and Actions Follow-up and implementation of recommendations.
• Participate, promote HSE observation (unsafe acts and unsafe conditions) program and do trend analysis.
• Plan, Develop and Conduct Company and Contractors HSE MS Audits, Behavioural Safety Audits, and Inspection Program. And obtain 3rd party OHSAS18001/1SO14001 Certifications.
• Participate/contribute to Cold Eye Review, Constructability Review, PSSR, IPR and PEER Reviews.
• Plan, facilitate, chair/lead and attend site HSE meetings, leadership HSE meetings, Safety committee meetings across many work locations. Record MOMs and track/monitor recommendations/action items.
• Participate/contribute to MOC, WHAT IF, PHSERs, SIL, FATs, SATs, other Safety reviews/ workshops as appropriate.
• PPE management, Waste management, Chemicals handling, Spill management, Lifting operations management, Transportation and Traffic management and Management of personnel movement.
• Develop, coordinate and promote HSE awareness through posters, alerts, pamphlets, bulletins, notices, awards and incentive schemes with a aim to prevent injury to personnel, prevent damage to facilities /equipment/environment.
• Coordinate, collect, compile and communicate all HSSE statistical information for projects, operations, offices on a monthly, quarterly, annual, and ad-hoc basis and undertaking data analysis in order to identify trends.
• Manage and maintain the relevant HSE documentation, records, reports and notices.
• Experience in managing people and teams from different technical and cultural background.
