Lead a team of over 20 Quantity Surveyors/Contracts Engineers and oversee the production of monthly cost report for projects; incorporating information from various cost teams (Engineering, Owners Costs, Client Managed Construction activities) as well as information directly from Contractors.
Lead the technical and un-priced commercial evaluation of tenders/subsequent priced commercial evaluation of acceptable offers.
Ensure Contract value/variations are within the approved Not to Exceed (NTE) value
Monitors and ensures the business provisions of contracts are administered to ensure compliance with contractual terms and conditions.
Oversee the collation, review and presentation of monthly Value of Work Done (VOWD) information to Project Management Team (written and verbal) including analysis of major variances from forecast and assessment of impact on future forecast.
Lead the coordination and production of monthly/quarterly updates to Project Forecast, including overall Estimate at Completion (EAC) and annual phasing forecasts. Direct potential mitigation actions where issues occur.
Responsible for pre - award activities including bid invitation preparation, processing queries from bidders, preparation of bid evaluation programmes, evaluation of bids, negotiation, contract preparation and award formalities;
Responsible for post - award activities including conducting kick - off meetings, coordinating all contract submittals and correspondence, preparation and processing of variation orders, claims, invoicing/payment and close out;
Lead analysis of ongoing project commitments and advise Project Management of key changes.
Lead monthly commercial reviews alongside Contracts and Procurement teams, providing forecast and VOWD updates and guidance where commercial decisions are proposed.
Lead one-off exercises and reviews in key cost areas, including undertaking analysis or directing cost team to provide analysis. Ensure that information presented is clear and understandable by all members of the wider team.
Manage Corporate Cost/Schedule Control team (including site based teams) providing support and guidance in terms of cost control procedures and processes.
Lead Management of Change (MoC) process, providing support and advice where required.
Project Claims Management-change requests, back charges, amendments to the contract and notices
Direct the administration of contracts for compliance with company procedures
Review and approve Contract Progress Payment Application (PPA).
Proficient in the use of computerized systems - MS Office, Primavera Unifier, SAP, Prism, JDE etc.
