Just finished a 2 yr contract in Qatar working for Chiyoda-Almana. llc was the lead estimator for Chiyoda-Almana llc on the Shell Project, Main focal point between engineering, project control, construction, and project management on the Shell project oil & gas GTL brownfields projects EPC. Disciplines covered were civil, structural steel work, mechanical equipment, electrical, instrumentation, painting, insulation, process, technical safety, on GTL refinery upgrades. Both indirect and direct costs covering labour & materials. Made all the final discussions of the CTR’s and final outcome interacted with the client until order / PO was placed

My main Responsibility where

To calculate all unit rates for all items from first principles using standard / international construction Norms as well as site & productivity factors. Based on MTO.s / work Volumes or site visit’s walk down for EPC projects showing all Project management, Engineering, Procurement, Construction direct and indirect man-hours

Civil (limited to site prep structural concert & demolition), Structural steel work, Mechanical equipment Pumps, Compress, Vessels etc., Piping including pre fab & site erection, pre heat, Local Stress Relief, Liquid Dye Penetrant, MPT and X ray etc., Electrical including Lv-Mv-Ht etc., Instrumentation Impulse lines, Bench checks & Calibration, Calibration and loop checks in the field etc., Painting, insulation work, Demolition work

Engineering CTR’s
Covering Project management, Procurement, civil, structural steel, Mechanical equipment, Piping, Electrical, Instrumentation and control, Process, Technical safety, site construction overheads, and commissioning. In conjunction with group discipline leads

Materials and equipment
• Calculate unit rates based on suppliers quotations
• Negotiate rates with third parties
• Perform benchmarking exercise

Change Management
• Prepare estimates for the assessment based on MTO’s & work volumes or site visit’s walk down of change or both in terms of cost and resources and indirect cost and man-hours

Cost Verification
• Prepare cost estimates based on MTO;s/work volumes or site visit’s walk down in verification of Contractor's estimates

Support
Provide support where necessary to Cost control process, schedule Planning, Project management

HSE
Follow all relevant HSE policies, processes, standard operating procedures in all aspects of work

Presentation to the end client
Negotiate with end clients engineers / cost engineers / Project managers on pricing structure materials, equipment, man-hours both direct and indirect make any negotiated changes. Until award of PO / Contract
