HSE & Security Policies and Procedures:
• Develop, enhance and continuously improve the procedures related to the HSE and project Security across the project.
• Implement procedures and controls covering all areas of activity to ensure adherence and effective implementation.
• Report to Management on the adequacy and effectiveness of organization’s HSE Management System and recommends areas for improvements.
People Management:
• Manage the effective achievement of objectives through setting individual objectives for the team, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisals in order to maximize overall performance.
• Lead the team of all HSE Engineers, Security Supervisors HSE Officers, to ensure the effective implementation of Safety requirements, systems, principles and objectives.
HSE & Security Management:
• Development and implementation of comprehensive HSE plans, Site security Plans, project specific risk reduction plans, safety awareness training programs.
• Facilitate provisions, recommendations and input for revising safety procedures, work processes, and other improvement measures.
• Administer preparation of reports for safety related matters.
• Oversee checking and reviewing of method statements, Job Hazard Analysis, Safety Certification and other related documents submitted by Project Consultants and Contractors.
• Ensure supervision and coordination of contractors to achieve the Project Overall Safety goal. Recommend appropriate solutions and propose changes as necessary.
• Review and approve the contractors HSE documents.
• Lead meetings with internal staff and sub-contractors to review HSE progress on frequent basis as required. Analyze and address critical areas and provide solution.
• Monitor all related activities within project site and conduct regular inspection to ensure that the work is being carried out in line with approved JSAs, Risk Assessments, and Method Statements and approved Permit to Work Systems as well as latest instructions.
• Drive field inspections survey and review to advice and administrative closeout precautions.
• Identify and implement risk reduction measures in all areas and phases of construction.
• Monitor prompt initiation of NCRs (Non Compliance Report), oversee that corrective and preventive actions are provided and follow up to ensure compliance.
• Ensure necessary remedial/legal action in case of continued lapse and/or lag.
• Conduction accident/incident investigations and reporting.
• Ensure safety audits are conducted on the project involving all parties to ensure compliance with safety policies and advise corrective and preventive actions and follow-up on the suggested actions to ensure proper implementation.
• Ensure that all necessary HSE records are identified and retained in accordance with the Organization and Regulatory & Statutory Bodies requirements.
Continuous Improvement:
• Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international leading practice.
• Conduct Improvement Workshops (e.g. best practices, lessons learnt), internally within the company and externally with the project consultants, contractors and other service providers.
• Establishment and management of Project HSE KPIs - Key Performance Indicators.
